Would it be a Thule? There is no brand name on it, just N167 on each lock which I assume is the code. Are they worth anything if I got a key for it? I was going to drill the locks but that is a pain.

You can get $25-50 for bars dependent on condition. The feet which are Thule it depends on vehicle and how many they can be applied to.
Key on Amazon is $8. Might be worth it just to avoid the hassle of drilling.

The trend started when the manufacturers figured out that selling all the pieces à la carte was more profitable, so instead of a complete base rack + attachments, people have to buy the feet, fit kit, bars and locks separately, before adding any attachments. Dimes and quarters.
