It's in the General and Off Topic>Humor forum. Allow me to break that down for you.
The General and Off Topic forum is for "Topics" of a "General" nature, and the "Off" part refers to topics that are not related to the primary subject matter of the discussion forum (in this case oil). Therefore, given the subject matter, it's in the appropriate area.
Since it's fairly funny, the "Humor" forum is appropriate, although it just as easily been put in the top level General and Off Topic forum.
