Your mirror is adjusted too far in.

You have a huge blind spot when the mirror is adjusted so that you can see the side of your own car.

Adjust it to view farther outward, as recommended, and you’ll eliminate that glare from the truck.

More importantly, you’ll be safer when changing lanes because your side mirror will show more of your blind spot.

Are they 'smart' enough to turn on in fog or rain? Just curious...
Nope, they do not do that. Lots of drivers pay no attention to those rarely enforced rules for light in fog and rain, sort of like driving faster than the posted limit on interstates and other limited access highways - no worries for most of us.
