What is this strange black fluid inside my engine

Update: I have now addressed the scratch and I am reasonably optimistic about the results.

It is less pronounced, still catches my finger a little (notably less) and I believe it has no high spots.

Post a few pics of your rework please.

Which platform are you using to host images? Not showing on my end.

Post a few pics of your rework please.

Here it is - The photo isn't as nice as I'd hoped but if you look closely, just above the feed hole, you can see the result.

(If you have any objections I will polish it again!)

I wish it was; and it certainly does - My photography isn't the best under there whilst covered in oil!
