Definitely not over cooked. Thing is with sirloin it needs some cook or you miss the flavor and I will also add some people would call this not quite medium but to each their own.
I find sirloin is CHEWY if cooked to rare. I like rare steaks that eat well prepared that way but I like my sirloin cooked closer to medium.
 
What’s with Not for sale?
When you buy hanging beef in the USA, 1/4/, 1/2, full, it's personally butchered at a USDA inspected location, but said butcher is charging a fee, and the animal seller (farmer/rancher) is actually selling you the meat (separate check in this case). Basically they are not responsible for the meat and saying it shouldn't be in the "normal" food distribution chain.

Beware of guys selling meat from back of trucks with such labels. Probably stolen from a deep freezer!
