Postal Service went down hill when a new Post Master was installed June 2020.

That doesn't explain the USPS incompetence of the last 25 years, IME.

So officially, is the USPS a government organization, or a private company? It seems like they claim whichever is the most convenient for them to accomplish what they're looking to accomplish at any given time...

Officially they're a government agency. Notice their license plates? They're not state plates, they're government plates if they even have plates. Ever see a postal truck get a parking ticket? No parking tickets for them. They're just no longer funded by Congress but Congress writes rules for them to follow.
