I was watching a short video on Youtube where a guy on the Washington State side talks to the people on the BC side of the border. I went onto Google Maps and found the street in White Rock, BC, next to Blaine, WA. The odd thing that stood out was this walkway and the dog leash sign. I do believe you just can’t walk over the border to use this park, you must use one of the border crossing stations to enter either country.

Why is there a dog leash sign on the US side facing the Canadian side? Can Canadians just walk over to that park?

I think it is, park is accessible from both countries before entering the other one, been there a couple times entering the park from both sides. CBP seems to be always present there on 2nd St north of B St.
They normally use tunnels or drones to smuggle but I once was stuck at Peace Arch southbound crossing right behind a car which had a large stash (of what looked like pot) under popped hood, needless to say a dozen or more CBP guys and a couple of their dogs were all over that car.
They likely want dogs leashed as it’s proper thing to do no matter how “trained” or “friendly” dogs are. (So annoying)
Also if dog runs over border they get an incident to deal with apprehension of owner who improperly crossed.
