I read there were only two charges actually just nowReckless driving, not simply speeding, which is an arrestable offense in Florida (according to Google). Downplaying the charge/offense doesn't help further prove the point.

The fact of the matter is, they were not arresting him for his driving. They did not pull him over and tell him to get out of the car and arrest him.
They were quite fine with walking away with his license until he rolled up the window of his car and that is when the police officer got mad and lost his temper, very unprofessional in my opinion
Why didn't the cops arrest him for reckless driving? They didn't even ticket him for that. He wasn't arrested at all. How can you say for certain they were not going to arrest him originally? I don't know that anyone here could say that with any level of confidence. I've seen cops run peoples information and then come back and arrest them for something relating to the stop.
The officer's likely had at least some discretion on how to handle the stop.. Maybe they weren't going to arrest him until he was non-compliant? They have the right to make that determination.
Time will tell after an internal investigation, then possibly a federal. Who knows? until it gets cleared.
I have gotten warnings on a couple of blatant speeding violations doing just that. I was chatting with a friend who is a retired NYPD officer. He does the same thing when stopped even though he could instead just ask for professional curteousy. He said doing that goes a long way towards getting a lessor penalty than playing the jerk card.90 in a 50 mph construction zone and FL State Trooper gave me a warning.

He was pulled from his car thrown on the ground and handcuffed because the police officer did not like the way he was not immediately following commands. OK, time for me to get something done around the house

Here is the driver with one foot out the door, both hands visible - trying to exit the vehicle before immediately being grabbed by the head and drug to the ground.
Extending stop. Escalating, Excessive use of force is the way I look at. He was clearly trying to exit.

Yeah, you could tell Hill was about to kick all those officer's butt any second...Agree and the video certainly does show an uncalled for use of force so he has that on his side too. The guy was wrestled to the ground and handcuffed! MY GOD! Hopefully people do not condone this in the USA? Over a speeding ticket? *LOL* Holy smokes how can one defend the police actions. I already know there will be corrective action. Hope we can revisit this in a month.
