Touchup Paint Help

I just purchased an 08 Jeep and have a question before purchasing some touchup paint for several very minor paint chips and a little larger section that needs touch up on the front bumper facia. Leaving the paint bubble has always been a problem for me when touching up small chips. I see they now have what appears to be a touch up item that looks like it has a felt tip pen end that claims to eliminate the bubble affect. Does it work and if so can it also be used for the larger section which is my facia area where a little larger area was rubbed off or do I have to buy a seperate bottle with a brush?
 
If it's larger than the head of a pencil eraser you will need a touch-up bottle with a brush. At least that's the pro's general advice. Haven't used a pen put it's worth a shot. I'm about to go tackle 20 years worth of stone chips on my Jag. I didn't get a pen but got some micro brushes from Griots and I'll give it a go. Also got some Langka blob eliminator to level them off to avoid sanding.
