So my touchup paint fell off in the car wash, how to clean for reapplication?

I actually had the dealer use factory paint touch up bottles.
They contain both base and clearcoat for it.
It was done same time as some other smaller items.
The dealer did not charge me anything for the touch uip (I suspect they didnt have the right guy working anyway)

Its about a spot the size of a large pea.
It fell off after a carwash ( high pressure involved).


Be that as it may, now I need to re-touch it up and i will do it by myself.
Thankfully, its only the top paint thats off and the primer is still on (and had never been off)
The metal is galvanized under the primer asfar as I know.

So, now I want to clean it with no residue left over, before I (re-) do it msyelf.

What should I use to clean the spot so the new paint holds??

Rubbing alcohol?
dishsoap?
or?
 
I've seen where vehicle owners have used the top of a pencil eraser with a tiny pad of sandpaper glued to the eraser to lightly sand the pea sized spot. Clean with alcohol and dap more paint in the spot.
 
This is what has been successful for me:

I prepare the area with something like this:

I then clean the area with alcohol or paint thinner. I then prime the area with auto primer. I know MOPAR and GM sell it in the touch up pen form. I have been using the GM pen.
After priming the area and allowing it to dry thoroughly, I then apply the touch up paint. I usually use the brush provided with the vial, and blend it with the end of a wooden matchstick to smooth out any brushstrokes.
After having a spot that kept bubbling up and coming off, I tried this after someone told me about it. It works.
 
I used IPA, repainted with touchup, and have gone through dozens of carwashes since. This is for a dime sized spot.
