This isn't news by any means; been going on for a while now, especially in large metro areas with toll road, toll lanes, etc.
I recently traveled from AZ to CA. I got several of these "toll alerts" on my way back. They are scams, pure and simple.
Any legit tolling entity will contact you via your vehicle registered address; that's the ONLY way they would know your car traveled on the toll road/lane. Photo evidence is required as "proof" of travel, date/time, etc.
All these scammers are doing is getting your cell number from a ping source (legit or not) along the roadway, and then phishing to see who's stupid enough to bite on the bait.
