We need the OP to tell us what is in the circuit breaker box. I know in the USA 14 gauge is the thinnest and I am certain it is the same in Canada. Being it is conduit the outer insulation maybe different thinner feeling.
What is the amperage of the circuit breaker is all that is needed.
But the bottom line is at least in the USA the minimum wire size allowed for lighting is 14 gauge.
I don't know the amperage of the circuit breaker and I probably won't be back at this condo for a few months.

Good post, circuit breaker in the USA would tell the story. I would suspect very specific 10amp circuits for large applications though or it wouldn't be worth it so run a separate circuit for just lighting in a smaller application, like a home.
This application you are talking about would not have been allowed in the USA at the time the Canadian Condo was built. The change took place in 2023.I think Canada would be the same/
