The manual for my 2016 V60 says this for tires that can be used: 235/40/18 or 235/45/18

You've mentioned speed traps several times. Just pull up to an officer that's running radar, explain the situation and ask if he will clock you.

Drive by at the speed limit, get clocked, and drive back to get your difference (if any)

I have done this and it works out well -- IF you get the right officer and approach them the right way.

All that said, I would be willing to bet that the smart people at Volvo have calibrated the speedo correctly for the larger tires, and with the smaller tires you were actually driving slower than indicated.
 
I just replaced the 215/50-17's on my 2012 Camry with some 235/45 -17 Nitto Nt-01 track tires 200 treadwear half tread depth. About an inch shorter and speedo reading 5 mph over and keeps me slowed down. Going to have some fun through our 24 runabouts
all over town.
