5th gear at 70mph is just too tall. With a manual trans, yes it could do it, as you could hold a large throttle opening without it downshifting (plus much less transmission loss). Maybe.
The Raptor makes its peak torque of 434 ft lbs at 4500 RPM.
The Tundra Makes it's peak 401 ft lbs at 3600 RPM.
That graph is somewhat hard to read, but the Tundra should have plenty of low end.
Maybe it is all in the gearing. It does have a 4.30 rear end so I assume the trans is geared accordingly.
