If the ST 7317 is going to spec'd for use in Honda vehicles and others (as I expect), it will have/use the newer 57356 base plate design. IMO, Wix wouldn't use the now superseded 51356 baseplate design, because the change to the newer 57356 was made to improve the attachment to the engine block. And as I believe the new ST to be basically the O'R MicroGard filter line link shows what the ST7317 will look like.

If the previous Classic line sold at Walmart included the Puro equivalent 'seems' like the new ST line would too.

Yep, 'some' Wix spin on filters are made in Mexico. But having personally used the Napa Gold 1334 a couple times and posted pics, I experienced no drop off in quality compared to the US made Napa Gold 7356 and 1348 I've used.
However, if a coo of Mexico bothers one, just have to use an alternative brand, there's many. But for example, for those driving/owning a Ford vehicle made in Hermosillo, or a Kia/Hyundai made in S Korea, et al., I wouldn't think that would be an issue.
