1) 4718m was the spec for my 2007 Vette. It was brutally hard to meet with a relatively small number of oils meeting it. Syntec was one that did NOT meet it. It only met GM6409.
Oil is constantly evolving. And Castrol produced oils that met many specs that are far harder to meet than 4718M, like many of the Euro specs (GC 0w30 comes to mind here).
I'm doubting the reason they didn't make a 4718M oil was because they couldn't

I just looked for a picture of the back of this oil bottle and found one on the PQIA website:
It does not say it is certified for 4718M, which as myself and Garak noted, isn't possible because GM doesn't certify oils against that spec anymore.
What it says is this:

That is NOT a formal approval. That is a RECOMMENDATION. They are saying that in their opinion, they feel this product is SUITABLE for use in applications that called for 4718M. You'll note they even use past tense because the spec is no longer current.
