I'm not sure if vacuum testing something that is designed to operate under pressure is the correct way to test it..But i'm no engineer.

An engineer would seek to duplicate operating conditions to test, so you're right!
 
I just did this test last night, then found this thread.
I don’t trust the method, but I did find the Denso flowed the most air, followed close by three flavors of PG. worst was Champ Labs in a 7317 size.
Yes I will vacuum before installing from now on, 😎
 
So if you choose to vacuum, you vacuum the center core? Big shop vac stepped down to center core or cheap low hp shop vac to steed down center core ?

Just use an attachment that just covers the base plate center hole. The vacuum will suck air through the filter in the same direction as oil would flow through it in use.
