Suggestions for rust removal?

I have a bicycle that's sort of screwed up. My dad likes to ride it with the handlebars in the lowest position, and it was left outside like that for 5 or 6 years. Now the joint where the handlebars join the rest of the bike is rusted tight. Can any of you guys suggest something that would unseize that joint, and let me move the handlebars up and down again?

naval jelly will remove rust (and finish, if you're not careful). just let it soak for a bit and use some steel wool to scrub it off. wear gloves and eye protection.

as far as a penetrating oil, wd40, marvel mystery oil or schaeffers penetro (spl) would be more than adequate.

Second PB Blaster!!! I have heard that Schaffers Pentro 90 is even better.
