Soaked it in PB blaster overnight, tried whacking the outer tie rod with a hammer... still not budging. What to do?

You need to get a wrench on the nut to loosen it. Whacking the tie rod with a hammer won't do it.
I'm aware of that. blunt force is being used to loosen a frozen/rusted/corroded chassis fastener

Thought about reinstalling the knuckle and inserting the tie rod stud into it's slot. This way I dont have to use a holding wrench on the inner rod, and can unleash Kraken force from underneath. Heat is a good idea too... thanks.

hit the nut only with a mapp gas torch and use 2 pipe wrenches. The nut should expand and break loose. If it is off the car this is where having a bench vice is handy.

Remove the outer tie rod end, hold the tie rod fast with a pipe wrench, then hit the jam nut with a deep socket and impact or breaker bar.

To loosen a jam nut you need to turn it relative to the other nut. In other words hold still the other nut (the outer end), not the rod. This is usually done by leaving the outer end ball joint attached to the knuckle.

Yes that will loosen the outer tie rod but the inner is going to turn, it will not loosen the nut on the inner tie rod. With the outer end if it rusted so bad I just split it with the hydraulic nut splitter and replace it (the new end usually comes with a new one).

It's unclear what the OP is trying to do. It sounds like both the outer end and the jam nut are still in place but the knuckle has been removed.

If it's not coming off with heat or force, If you don't have a nut splitter, I've had good luck with an angle grinder. I make two or three scores in the nut, being real careful not to go too deep and hit the threads on the inner tie rod (if you're going to reuse it). Then take a heavy duty flathead or chisel or something and whack on the nut inside the grooves you cut (at an angle so you're hitting the nut, not the threads) and it will split right open. I've had to do it a couple times and it only took a few minutes.

Exactly right. Was also replacing control arms and sway bar links, hence removal of the steering knuckle.
