Guess you missed that I am providing info from an
all hands (NAVY) email, not some reporter. That is, the folks IN the building. One of the O-6s I work with saw the gunman before going into lockdown. I have heard other details from folks in the building, but I will not share as they were not from an all hands.

Even then the story is developing. No official (Navy) mention yet, but it looks like it is down to one, which is indeed more plausible given what the situation seems to look like.
Shannow is exactly right, and it was never sensible that it would be more than one, once the basis of it being a contractor was released. But Im just updating from the internal messages coming out.

For much of the day, authorities said they were looking for a possible second attacker who may have been disguised in an olive-drab military-style uniform. But by late Monday night, they said they were convinced the attack was the work of a lone gunman, and the security lockdown around the area was eased.
"We do now feel comfortable that we have the single and sole person responsible for the loss of life inside the base today," Washington Police Chief Cathy Lanier said.
