I do not have Capital One for anything, so the Letter I got in the Mail said Important account information inside, I was not going to call the phone number. I decided to Google this phone number, it was 1-833-265-2663, that number is a scam.
Always good to stay vigilant in case someone opened a credit card in your name and spent it up before the first bill arrived.I'm curious why you'd even open it if you aren't a member and don't plan on being one. Generally it's either spam or scam mail.

One should never opine their mail. Your mail doesn't care what you think.....and you get called out for opining your Mail.

I too received a letter fake. Health care breach that never happened. This was over a year ago.

It's like when I get a phone call from "Brian from Windows, I am here to help you fix your infected Windows computer" and I use a Mac. I mean, one time, I played along.... I called the scammer number 1-833-265-2663. Initially it asks you "Please enter your credit card number" with an option if you don't remember. Then it asks you for your full SSN. Then it connects you to a "live rep".
The live rep couldn't really speak english. Name was "Jose" (hoe - ze). Latin American. Started asking for personal info of course...
of course I didn't give them real info and used a throw away number... In my job I investigate IT threats, phishing etc.. you just want to figure out their game.So, you called the number, then gave your full SSN, then got connected to a live rep?
