I'd try a little heat on the rotor like a propane torch. Getting it too got to touch but not so hot it takes out the wheel bearing grease and the seals.
And a block of solid wood between the rotor and a BFH. As in the 3lb sized hammer. Or a large plastic faced deadblow. Those hammers work great for things like this...
