Rock Auto? Legit place to buy GM oil filters like PF63? Counterfeit?

Then RA put them back on the shelf and sold them again to repeat the same cycle, lol. Wonder how many times some of them have been sold and returned because they were beat up.
I don’t think RA has an actual warehouse. They are basically a broker, they find your part at various suppliers across the country. How they handle returns I don’t know, but I’ve heard it’s a PIA

Their parts are located someplace - so any returned parts could be put back from where they came from (ie, some kind of "warehouse") and sold again. I wouldn't assume returned oil filters get sent to the dump, and instead could get re-sold.
 
The dented filters are counted and dispatched to automotive testing centers. These are the places where rows and rows of engines run 24 hours a day to amass wear and use data.
Each filter's dents are mapped with a laser and logged.
Any dent resulting in a failure is pulled from service. Its dent profiles go in the master QC system.
At this point, the QC angle goes dormant.
