You're a prime candidate for a mini PC with a regular monitor. You can mount the mini PC to the back of the monitor
That's the plan..The VESA bracket for the rear mount is $25.
 
I'm looking at these. I'm thinking Windows 11 for an extra $60 is worth it. I can always add a DVD-RW external USB if I want later. They're $25 or so on Amazon.

The first one is like 7 years/generations of already and is the very bare minimum for win 11. It's about one Gen older than the two posted previously. The second one is 9 years/generations old already and will not support Windows 11 without modifying the Windows 11 install image. What's your ideal budget for everything together?

We rarely use a PC at all since my wife and I both have tablets and phones. But I use it to run TurboTax once a year and I do about 4-6 simple spreadsheets with Google sheets per year.
Not much else. So I think that windows 11 one would more than suffice for our needs. Be light years better than that the 16 year old antique sitting there now.
I don't think I need to spend more than $350-$400 all in
 
If it has an older drive, replace it with an SSD - huge speed increase. I have a couple of ancient laptops, with little RAM, that boot quickly because of the SSD. Now, I don’t know what is involved in doing this with your “all in one” but an SSD is an easy upgrade.
Convert it to Linux Mint for an even faster machine that will amazingly feel powerful all of a sudden!
 
All the ones you have linked to(that I viewed) are sorta.. terrible. you might want to check back before purchasing anything.

This is definitely where 100$ extra budget gets you more than 100$ worth of value.

I am seeing 250-325 for a decent mini pc right now + your bracket and monitor.

That'll work well. The only exception is the miniPC mount - I don't see any secondary way it secures the PC to the mount except friction pads. The other one I posted comes with an adjustable strap buckle but it most likely won't be an issue in your use (in my case I have to take into account employees adjusting their monitors around and knocking things.). If you want a little more power, the miniPC @Rand posted is faster but both will work at their price point.

I think those two wing nuts on the bottom let you open/close and clamp it.

The mini computer and monitor were a bit cheaper because it was Amazon Spring sale. The PC came with a simple VESA mounting bracket and screws...easy mounting on the back of the monitor.
It booted up and updated to the latest version of Windows 11 and other updates. About $285 all in. So far so good. Going to move some files and last few years of TurboTax over via a thumb drive and trash the circa 2009 Dell Vostro AIO.
