You are worrying way to much about a "dry start". If you run you vehicle right before an oil change there will still be a layer of oil coating the internal parts and there is still some oil left in your engine. Some engines have as much as 1qt of residual oil. Change the oil and the filter and love your engine. Putting fresh oil through a used up oil filter just does not cut it for a dry start... now if your using a 15k filter for a 3-5k oci, then I could see reusing a filter but those usually have synthetic media.

Yeah, if you use one of the cellulose paper/resin media filters, would be a good idea to change every time.

This process is not needed. While I prefer to prefill my filters, going through the hassle of pulling coils or fuel relays is not going to lengthen the service life of your engine.


Regarding filters, unless it's a purpose built extended use filter, I recommend replacing every oil change. It's $3 or $4 for a new filter, plus you're not leaving 1/2 to 1 qt of old oil in the filter. It's like taking a shower and putting your old clothes back on.
 
I rarely pre fill filters these days due to the cars I have don't really allow it.

Though I do pour some clean oil in it as I drain down the oil so that it can soak in when I change a metal filter.

Cartridge filters you can't really do this.

I hate filters like the Clio where the seal points downwards.

I don't see anything wrong with multiple oil changes on the same filter if you stay within the accepted life of the filter.

Say a vehicle has an OE OCI of 12k and you change at 6k, due to severe service, I reckon there will still be another 6k in that filter. Maybe more as most manufacturers will have a tolerance to allow for overdue oil changes surely?
