If a vehicle current has old sealant or wax and you are looking to apply PowerLock what is the best prep before applying PowerLock. Wash then remove old sealant/wax? Wash then claybar?

To remove old sealant you would likely have to use a compound. Just washing won't cut it. General order of a full detail might be wash, iron decon, clay, polish, wax/seal.
Waste of time. Just apply the sealant and move on.
"Bonding issues" are an internet legend....unless we are talking about the ceramic coatings that are sold in 2 oz glass jars.

The purpose of a compound is not to remove old sealants.
What’s the color and condition of the paint?
Car wash swirls? Holograms?
Atikovi’s “general order” is fairly close depending on the paint condition.
Wash, clay, correct as needed, polish, sealant.
Menzerna/Jescar has a newer version of the “Power Lock Plus” called “Power Lock + Ultra.”
Jescar says it adds “ceramic technology” to the SiO2 in the previous formula.

The guy did everything by hand. I know he has machines but did this by hand.
Compound is too much crude grit. Ideally use pre wax cleanser. (Limeprime) Or fine/medium polish. Even by hand, cleaning results can be seen.
I like carpro essence, fine paste with quartz filler. Da, soft pad, amazing result. Hydro2, done.
