Pressure reducing valve and Neptune water meter

Replaced the PRV yesterday. The old one was visibly hung open and the water pressure after was much reduced in the house. I didn't measure the pressure before, but it is plain as day that the old one was stuck open.

Going to wait a few days and have the county pull another data dump. Hopefully, this is the end of the problem. If it is, they'll credit me back 6 weeks' worth of overage.

I honestly believe it is a completely 'phantom' leak. The only possible place it could have been leaking is out through the 150psi T&P valve on the water heater. The rub with that is, I can see when the water heater runs the compressor, and having 90 gallons of water going through the heater, the compressor would be running......it doesn't. Most every night when the water company report shows 15-20 gallons per hour of leakage, the water heater is sitting there drawing no power.
