Persistent snap-scroll buttons

I'm sold dude. I'm a fan. I just am so used to finger-scrolling on my phone or using the roller wheel on the mouse.

Is there a setting to remove them entirely? I seem to frequently hit on of the buttons unintentionally when scrolling on my smaller 5.5" screen. Thanks!

The scroll buttons on the bottom right of the screen:

They disappear after a period of time, so then you have to scroll up or down to get them to come back. Is it possible for there to be an option in our user settings to make these buttons persistent? It would save a step when I go to use them, which would be convenient.

If it was a User Preferences thing, I'd imagine that would be the case, but I'm getting the impression that it's not configurable per-user.

Next level is to wire the computer to the brain so no hand use is required, lol. If I want to jump to the top or bottom of the page (which is rare anyway) when on a computer or laptop, I just hit the Home or End button. The jump arrows would be more useful on a cell phone.

These just started showing up a day ago or so. Very annoying and not needed. How do I get rid of them?

I've always seen them on both computers (using Firefox) and Android cell phone.
