Pepboy over fill my car like over half quart. Wat the best way to drain some oil out. Take out drain plug and close it back up really quick ?

I would probably leave half a quart, but not much more.
If I were to drain some I would just crack the plug and tilt it letting some oil out, and tilt it back into place and thread it in when a sufficient amount of oil has been drained.

Take the oil filter off and reattach it.

1/2 quart? Leave it. If you're that concerned with the exact fill, you'll probably have to do it yourself from here on. No oil change place is going to add 2 ounces at a time until they hit the fill mark.
1/2 quart is nothing to worry about.
Yea I alway do my own oil change. Pepboy gave free oil change
Leave it in there. It's not that big of a deal. And if there's an oil consumption issue (hopefully not), this will help you out. If not, just leave it anyway. It won't hurt a thing.

Why don't car MFG put the refill capacity on the fill cap?
I have done all my oil changes..... for the past 50 years...
Every change has included the amount that the owners manual said was required, and nearly every vehicle has shown about 1/4qt over full for the next several dipstick checks. Maybe after 2,000 miles it would be down to "full".... perhaps a purposeful deception to mask small amounts of oil consumption??

They probably did put in what the book called for. I've experienced the same thing doing my own oil changes. Its always at least slightly over the full mark. I can imagine it being 1/2qt or more if its done by a quick lube type place since they aren't going to leave it to drain for 30min like I do.

That good point. They properly dint let all old oil out. And they did fill the car up like the book say. But half quart old oil still in crankcase. Or my engine sludge and take up some space.

If you are concerned either take it back or just take the oil filter off and put it back on, that should bring it close to perfect.

Most MFG's use the same 'cap' on more than one engine, and the capacity might be different on each engine type.
It's a cost thing. 25¢ here, 25¢ there adds up.

Most parts stores have an oil change pump for around $15 that can suck oil out of the dipstick tube. You just heat the oil and suck out 1/2 qt. It's also good for winter oil changes...
you can change the filter in the Spring if it's not one of the top mounted cartridge types.

It takes way more than a 1/2 quart to get the oil within striking distance of the crankshaft.
