If it uses a round O ring style seal try 7 lb.ft (84 lb.in) with a small torque wrench

usually I spin those on.. when it stops spinning.. I turn about 5/8-3/4 turn by hand.

Doesnt seem to add up though maybe its not leaking from the filter/filter mount?

I have always lubed oil filter gaskets and tightened until the gasket touches, then most filters I use turn 1/2 to 3/4 turn.

I usually tighten somewhere between 1/2 and 1 turn after the gasket makes contact always by hand. If you have to use a tool to get that full turn you're definitely too tight. Usually I tighten it till I can no longer turn it by hand. Sometimes when I go to remove it I can break it loose using both hands sometimes it will take a filter wrench.
