That is a Williams and possibly quite rare and definitely very old. You can look here for more info, I could not find this actual model but having the additional squares I would guess it was possibly produced for the military around the time of WWII.Wright Tools Superrat.

No but I was aghast to find I didn't have a 28mm shallow socket. I decided against any of the specialty (eg Lisle) or aluminum sockets and just ordered a Tekton standard shallow in 1/2" dr. Those clamps for $3.99 each are a screaming deal.
The nitrile gloves and the sander discs are a ripoff
