I think that it's fix-a-flat residue.

I had to put new tires on the front of my wheeler. Local tire guy charged me $20 to swap them out. Not worth the hassle of DIYing small tires.

I pull the wheels and take them with the new tires to my local indie shop to mount and balance. They do a great job and only charged $35 for both front and rear last time. Been a couple of years so the price has probably gone up, but still worth it for the exceptional dynamic balance they do.

I had the Metzlers on my HD Ultra and really liked them. They are sticky soft rubber and cornered better than anything I had ridden. Was scraping pegs when I didn't want to. They don't last long though.
