This is further confounded by the fact that "meets or exceeds" is the correct formal language for the API/ISLAC and ACEA approvals, but not for most OEM approvals/certifications. Mobil is one of the few companies that properly break this out on their PDS and website, for example:

I believe one of the contributing factors to this is the ability to self-certify for API/ACEA approvals (and some of the OEM ones) vs ones that you pay an OEM and have the product tested (or inherit that approval from the additive package, already tested by Infineum, Afton, Lubrizol...etc). Self-certify, meets or exceeds is the correct language.
