It's a mental health issue. Driver should lose their license, have the car impounded (at a $60/day storage fee) until it can be repaired to roadworthiness, driver should have to re-take drivers ed and get their license back just like a 16 year old's first attempt. Maybe that will break through the cobwebs that "everything's fine upstairs."
The driver should pay to repair the damage to the roadway.

Better off calling the police for an equipment / safety violation. Pretty sure your shop would receive a lot of bad feedback. Especially from crazy people.

Chevy Impala? I've seen a number of flat out bald no tread tires, a number that were significantly low on air, and a few with the metal cords showing, but this seems very over the top and insane.
I know the neighbor. Family with 4 kids. Actually a nice family, but I have no idea what their finances are like. If I had to guess, not good.
The rest of the car is such a hooptie, it’s funny. Duck tape holding up the bumper, missing a grill vent, tires are low on air.
Kinda angers me because they can drive this, but I can’t drive my Nissan rogue due to some factory welds on the radiator supports not being OEM spec.

That reminds me of a mechanic buddy of mine when we worked in the same shop. A Dynasty comes in , and he tells me "That's how I want to go". I say "what", and he says he wants to "die nasty"...

Maybe talk to the guy? Offer to go get a single rim and tire, they are pretty cheap at the wreckers, or on facebook. Anything round and black that bolts on is better than that...I know the neighbor.
