looking for MPG and winter safety

I'm not sure what your budget is but you can buy any audi with the 2.0T engine with quattro and get both the mpg and winter safety. You can also get the same with BMW in the 3 series flavor xi models.

If you want reliability, you just can't beat Subaru for the cost of ownership and winter safety factor.

Bingo!

One of the weak points of the Cruze Eco is the OEM Goodyears being awful in wet/snow. I sprang for snow tires for mine, and it got around very well in the snow. The one time I drove the OEM GY tires in the snow, it wasn't pretty. Tires really do make the car!
 
I have driven some bad Highway 7 Stratford winters on a good set of snows on my Saturns, and now the Civic. Have yet to have any problems and I am definitely in the snow belt.

I'd imagine the Saab 9-2X to be a more capable machine in the snow.
