That was the little $12 smoker's package GM was offering in most models. It came with the round ashtray that fit in the cupholder and a cigar lighter that went into the....now called 12v outlet.
Nope. that came a few years later... (Mom had a 93 Corsica when i was learning to drive, and prior to her buying that one, we had had several as vacation rentals, or Service loaners over the couple years beforehand)

the square opening right above the orange dot i put in is where the cupholder/ashtray lived.
Part #9 is the "ash tray holder"/Cup holder
part #7 is the Ash Tray.
#9 bolts in from below, and it has a sliding cover with a raised handle, that sides back into the void
just below that cover is a little sliding tray, with a hole punched out the size and Shape of #7
If you didn't need to use the ash tray, it also had a little raised handle, and could be slid back into the void, and Voila! you now have a (square) cupholder for the Drivers Seat.
but you could have a Cupholder OR an Ashtray at any given time. not both.
there was a second set of 2 cupholders that popped out of the dash in front of the passenger.
as to the original question at hand, I know my 2000 Sonata had an ashtray ( did a lot of smoking in that car) , but my next car, (2005 Neon) did not.
