From the FSM is is 17-23Nm or 13-16 ft-lb.
Honestly just snug and a hair, remember if you are using old hardware, bolts, etc they can be weakened by rust or previous torquing, small diameter bolts especially are more prone to failure on installation second or more time around. For this reason more and more manufacturers are recommending new bolts with every repair on certain parts even though they may not be TTY bolts.
We see parts that were once commonly 10 or 12mm thread are now 8 or 10mm in the interest of saving weight. Make sure the surface is clean not rust on it, its a microphone and crap under it will reduce the effectiveness of it.

No dry only, anything that will insulate it will reduce its performance. Think of it like a electronic stethoscope.
