Is this Fram CH9972 safe to run?

Fram CH9972, Orange box but dealer special. Mexico made. I have quite a few of these but this one looked a little raunchy. Notice the glue points chewed up material etc.

I would run it. Would probably pick off the glue string on the end cap first but the rest of the excess glue is not going anywhere. Nor is the filter fuzz any concern to me either.

I'd run it. Looks like a synthetic, synthetic blend. You see this in used filters.
