So given the wear I saw on the brake/flywheel/pulley maybe I should be releasing the blade handle slowly vs just letting go?
Is this a clutch on a Toro Timemaster?

Well mower is back together and mowing fine. Blades sharpened and most of the parts of the engine driven spindle replaced. Hindsight is 20/20 but I should have realized that more of the parts needed to be replaced vs figuring it out part by part.
