I think there are more differences than just the can paint. But nobody would know exactly what except for Honda and Fram.

Roki and Toyota Boshoku(Denso filters) have plants in China. I wouldn’t worry, and the Chinese-made jobber/quick lube ones(Premium Guard, Ecogard, etc) seem to be fine.The Honda OEM motorcycle filter switched from "Made in Japan" to "Made in China" a few years back.
Not something that I particularly wanted to see...
As AAP less a mile from my home, stopped in to check out the topic listing. I checked online first to confirm in stock. What's in store for $14.49 is the 15400-PLM-A02 (commonly referred to as the A02) made by Fram. It was on the bottom shelf cello wrapped with Honda part number sticker, next to Subaru OEM. Seen enough of the Fram made A02 to know one without cutting one open. Same filter shown in OPs post, with same Fram date code format. If one reads the comments at the AAP site, all basically allude to it being Honda OEM filter.
So, until/unless proven otherwise sticking to initial post thought that it's an AAP website listing description error.

I can tell you the ADBV's on the OE filters are thinner and the filter media is "softer" / more fluffy then the TG / Ultra / EG. I don't have any hard numbers but there are visible differences.
