Definitely check the RPM's. Many small mowers come shipped to run at a reduced RPM due to blade tip speed, and nonsense like that. I got a Tiny Tac clone off of 'the bay' and use it to set my mowers. That extra couple of hundred RPM's can sometimes make quite a difference.
Years back I purchased a Husqvarna HU700F from Lowes, and it came 'out of the box' running at 2800 RPM's. I turned it up to 3250 RPM's and it mulched much better, and took it from a 'clog-o-matic' to a pretty decent little mower. Of course, YMMV and perform at your own risk.
