How to remove this thing off the paint

I bought the car like this . I have no idea what this thing is . Look like road tar . I spray some road tar remove . But it does nothing

Doesn't make sense that its not also on the light housing, unless it has been replaced. You should be able to tell if it is tar with your fingernail, should be semi pliable if it is and some it would scrap off under your nail. If it i tar, I would try WD40 first, but it looks like paint to me.
 
To me, it almost looks like it is not something sitting on top of the paint. Could it be something like brake fluid that splattered on the paint, dissolved the paint, and what we are seeing is black primer underneath. This would explain nothing on the tail lights. You can see silver within the black. Bubbleing on the left.

Try the least damaging product first. I remove small tar from our cars with carnauba wax.
 
Put paper towel over a spot and spray with WD40 to make it wet and it'll stick to the car since wet, paper covering the area you want to remove tar, let sit for 5 mins, wipe away. Diesel fuel cleans very well too.
