How to get the Service Provider for a phone #?

Not really a computer question but I thought some smart computer experts might have some ideas.
I'm trying to contact the owner of a phone that was loaned to me in an emergency situation from which I made a call.
The party I called won't help.
I know the original service provider was Bell but they say they are no longer.
I've been told to just dial 611 but as far as I know that will only work from if you dial from the phone number that I made the call to and I can't do that.

Any ideas or am I SOL?

I wish, although she did go out of her way to be helpful.
She actually was the sole eye-witness to an accident. It's not considered serious enough by the police (deemed non criminal at this point) to get a warrant.
So I'm on my own in trying to track her down.

I'm really inquiring as to a technical way to at least determine the service provider of the number called and I can take it from there. I've called 10 providers so far and have been told it's not their number.
 
There are a ton of services out there that charges a nominal fee for you to get the info for any phone number. I think it's usually like $5-10 for a single number, or unlimited access for $50 for a year.

I ran the number and have identified it as a VoIP service provider, but their system can't apparently narrow it down any further than that. It could be Vonage, Ring Central, VoIP.com, Google Voice or some other VoIP service provider.
I'll try contacting those four to see if I get lucky.

Up-date.
With no response to the ad', the editor of my local community paper (Burlington Post) suggested I run a "Letter the the Editor" including a photo and they'd run it.
It worked!
The witness just lives a couple of kms north of me.
Unfortunately she didn't get the plate number (I thought she had) although she did get a good description of the car, colour and driver (beige older model Corolla). So I'm pretty much out of luck although it does give me some closure having spoken to the witness.
