How much oil in a honda 160gcv?

Hi all,
I just bought a new pressure washer at sams club and I cant figure out how much oil the engine is supposed to hold. Here is what makes it confusing. Heres what the engine's owners manual says.
Oil capacity-Dry engine holds 18.6 oz. and refill amount is 12 to 13.5 oz. It also says to use the upper mark on the dipstick.

Now the pressure washer owners manual says to fill the upper level of the oil filler neck and with 18oz. and the engine holds a total of 20oz. This manual also says it was shipped with 2oz. of oil but I actually had oil on the dipstick, had to fill it with 3oz. to bring it to the mark is all.

So after I read the engine manual quick I filled it to the dipstick and starting using it for about an hour, then came in and read it again and starting worrying I didnt have enough oil so I went out there and changed it and got about 12 to 13oz. out of it. I will post a link to a pic from the engine manual.
So my questions are,
how much oil do these engines hold?
Should I fill it to the mark on the dipstick or top of the filler tube?

Oil capacity is 18-20 oz. Not all oil drains out when you drain the oil and that is why is says to refill with the 12-13.5 oz. I think what the owners manual means is fill through the dipstick filler tube not up to the top of it. Only fill up to the upper fill mark on your dipstick not to the top of the filler tube. Also when checking the level don't screw the dipstick down in. Just set it down in and pull it back out to read.
 
Those directions look pretty clear to me. Use the dipstick, not the filler tube, and when checking the level don't screw it in. That's the same way my Honda mower works.
 
becareful of putting in what factory specs suggest, x2 on using dipstick, my honda clone smoked like a M*f* for months till I suctioned some oil out.

hate2work, the directions in the image that I scanned are clear to me also, its where I said that then the owners manual for the pressure washer itself says to fill it with 18oz to the upper level of the oil filler neck.

So the pressure washer manual and engine manual are saying 2 different things. So my question how much oil are you guys putting in? 12oz to me seems pretty low but I am new to honda OPE engines.
