How do you read particle counts?

How do you read particle coutns? I see in the last post, for example, the pp and p1, the p1 had lower numbers, and is regarded as doing terrific! as opposed to the hihger numbers, for pp.... the lower the number count, the better? the higher, worst?

Sorry, I forgot to post particles are quantity per ml. Less is cleaner.
