I can't speak for the MB or Saab implementations, but on BMW engines, the oil held in the filter canister under normal circumstances is released by removing the cap.
If you have any doubt, open up the TIS, and check the oil change procedures. They all begin with replacing the filter, and note that the oil flows out of the canister and into the pan.

If there was an Official BITOG guideline for drain length, I'm sure it would take into account:
1) a minimum of x baseline hours
2) ambient temperature
3) oil temperature at time of drain
4) original viscosity and base stock of oil used
4a) expected viscosity of drain oil after prescribed OCI, verified by no less than 5 used oil analysis
5) orientation of the drain plug
6) pitch and roll angle of the vehicle during drain
7) a drip per period figure not to fall below a prescribed threshold
8) phase of the moon
If I've left anything out, I'm sure someone will speak up.
