I have a very old 12" Homelite I've owned since new (about 30 yrs). Recently the basement got flooded while I was away and the saw was partially submerged for three days. It sat about ten days before I got around to tending to it. I've gotten it running and it starts and runs as well as it ever did but the clutch wants to snatch and grab along with a horrible screeching noise at random times. It's only improved slightly with repeated use so I doubt it will cure itself. Can the clutch be removed and disassembled? If so, how?

Id say you loosen the chain, unbolt C-Clutch from the CS and take it apart. Maybe clean it with BraKleen. I'd bet dollars to donuts theres a viDDy on U-Toob.
Take the clutch cover off and post a pic. If it is rusty then spray it with wd40. There is also a bearing on the crank under the clutch drum.

The water probably rusted the inside surface of the clutch.

It is Kore than likely and outboard clutch so things will be easy to see when the cover is off.

take it apart and check the needle bearing, brush rusty surfaces and lube it so it will move smoothly when working.
Removing the clutch assy turning it cw, either using a impact or, remove the plug, put 4-5 inches of starting cord in the cylinder and then use a regular socket wrench to remove it.
When at it, check the sprocket for chain wear and replace if bad.

This turned into more of a hassle than I expected. You can't access the clutch without removing the engine from the housing. Everything has to come out the starter side. After engine extraction, I found the clutch held on by a snap ring. After an hour of trying everything I could think of and every tool that could possibly work, I cut it off with a dremel. The clutch drum and shoes were a gummy mess. After cleaning there was one rough spot on one of the shoes and a matching spot on the drum. I sanded them smooth with emery and everything looks good. Now I just have to find a replacement retaining ring. I assume the clutch should be dry(no oil)inside. Correct?
