Lots of info on PG filters. Afaik though, no one been able to get the PG date code format info to determine manufacture date. It does seem first two digits are year made.

@ZeeOSix has tried to get that info from PG at least a couple times, no joy. As noted, I think first two digits being year, safe bet. Beyond that, speculation.

Found this blurb ... 3,595 oil filter suppliers in Vietnam. Wow, that seems like a huge amount of filter suppliers. VAFI holds 25% of that.
