Help programming keypad 2003 F-350

I’m trying to program a new keypad on a 2003 F350, Lariat trim. It came with a factory keypad, not wired into the vehicle, it’s just a stick on piece with a battery.

Ordered a new one from the dealer, part number KB3Z-14A626-A. I also bought 2 new key fobs.

I followed every instruction I could find online. Key on, key off 8 times. It goes into programming mode just fine and I got all 3 fobs working just fine but I get no reaction from the keypad. It lights up when I push the buttons, but will not lock or unlock the doors. The truck doesn’t react to the keypad at all, basically.

Is there a special procedure for programming the keypad?
 
Figures…luckily we have IDS at work. However I’ve only used it a few times. Any tips how to do it once I get it connected to the truck ?
 
I asked one of our SMTs that just was in parts. Basically the new level kits come configured for newer vehicles and the frequency ranges they work on. There are 2 part numbers for these kits depending on if the vehicle has remote start or not. Part of the configuration is actually setting the keypad to a frequency that will communicate with older vehicles. The new vehicles are usually something like 434 or 902MHz.
 
Yeah my parts guy at the dealer asked me if it had a factory remote start, and I told him no. The access code card that it came with it says 314.95 MHz. I hope this is the right one.
