Good food to make on a budget.

Brown some ground meat of your choice (beef - most expensive, pork - cheaper, poultry - cheapest), then buy a big bag of organic jasmine brown rice (not white rice) and make up some rice.
Brown the meat, then season with garlic, salt, and pepper.
Cook the rice, use chicken broth instead of water, add a bit of butter, and some herbs.

2 pounds of meat, and 2 cups raw rice (6 cups cooked) is my meal prep for the week. $6 for the meat as I buy ground pork or turkey when its on sale at 2.99/lb or less, and a big of rice that last me a few weeks is $10. Weekly eal prep cost for 5 +/- lunch meals is $8. I change the weekly flavor by using different seasonings. This week was the basic garlic salt and pepper; next week will be taco ground turkey with cilantro and lime rice.
 
When I was in college I alternated between rice and pasta. I found that I liked the bags of mixed frozen vegetables and often would sprinkle in. Nothing fancy in my eating... if I wasn't married I'd probably live on pasta and rice.

Lately a favorite of mine is quesadillas. St Joseph's flax wraps, bit of Mexican cheese, cayenne pepper, chilli pepper, small amount of mixed vegetables. I do add some diced chicken--granted, this is kinda expensive as we get the pre-cooked frozen chicken strips, but a bag can go a long ways when it's just a few ounces at a time. Grill this up and then put some hot salsa on. Have that a couple times per week.
 
Last week, ground turkey was $1.50 per lb cheaper than ground beef, same percentage of fat (85). Just made chili with it. Back in college, we ate a lot of tuna with mac & cheese. We still do, now, too.
 
Chili in a crockpot is great.
I load it up with mushrooms and celery and less beans.
During covid I couldn't find half of what I needed and all the meat was gone but they had frozen meatballs and that made it easy and you get a few days of it cheaply.

Price doesn't really reflect how good food is, but generally speaking the cheapest ingredients will be the ones that are grown locally and in season. end of summer/early fall will be the best time to make apple pie for example (where I live).

Stir fry chicken breast with vegetables and brown rice. Filling and can be made healthy. Chicken Marsala is actually very tasty, not expensive and easy to make. Other than chicken breast, dried mushrooms, chicken stock, shallots, parsley and flour to dredge your chicken breast in, it makes for a real tasty meal and low cost per serving.
 
Oatmeal flavored by sliced fresh or dried fruit. Cheap especially when you buy the oatmeal in Costco-sized super-duper packages. Heat up oatmeal 2 mins in microwave, and by that time I'm done cutting the fruit. Quick, cheap, & easy.
 
Fried cabbage and noodles!
Reminds me of the time my Yooper friend was charged with feeding his kids for a week while wifey was away. He literally went to a corner stand and bought huge bags of deer baiting cabbage and carrots.............fed his kids REALLY cheap!

A lot of the recommendations above seem to be carb heavy. In my old age I'm attempting to eat more balanced, with more lean meat, veggies, and fruit. Dang, it's hard when one's wife is old school comfort food cook.
 
See almost no vegetables in the first 14 posts. Carbs and meat. Buy whatever vegetables are on sale/in season and stirfry them up. A bit of oyster sauce, Soya sauce and chilli oil. Add rice if you want. Meat if you want. Veg goes a lot further.

At the moment, because pork is usually at $0.99/pound with cabbage - which is usually super cheap at $0.99 as well. Stir fry together with just salt and pepper and add rice.

Boiled collard or mustard greens and pork. I'll add tofu as well but tofu can get expensive depending on the store.

Boiled pumpkin/squash with a bit of sugar and rice.

You can get a 25 pound bag of good imported jasmine rice for $25-35.
 
Cream of Wheat, with a little butter and real maple syrup. If no maple syrup available, some dark brown sugar.
My mom once made it with whole milk (3.25%) instead of water.
Combined with brown sugar and a little butter, my enjoyment of that hot cereal was elevated to stratospheric levels after that experience.
 
I've got a bunch of these types of recipes. 19, 17, 13 year old kids and all into sports and working out. Cheap and easy to make. Except for the cost of eggs!!

Ground beef friend rice

2lb ground beef
2 cups jasmine rice
2 packs frozen pea & carrots steam bags
sweet onion
3 eggs

Cook the rice and brown the ground beef. Steam veggie bags half way. In big pot extra virgin oil to temp; cook veggies and onion until almost done; add ground beef and rice; add 3 eggs; some oyster sauce, red chili sauce, teriyaki and soy to taste as well as salt and pepper. Stir and cook low heat for a bit and your done. Drop it in food containers.
